Unfortunately it's impossible with this fight to really point out exactly where people need to improve with just a WoWlog, unlike, for example, Magmaw, where I could maybe look and see that, oh, AoRSchmuck has 10 billion damage taken from Pillar of Flame, he obviously sucks at that.
I can, however, compare it to other recent fights, like maybe Omnotron:

and, in terms of DPS and damage done, draw some conclusions.
It would be very obvious to a 5 year old that there's a large difference in the Damage Done charts for Council. The DPS curve is way beyond significant, into the realm of sickening. Were this the case on every one of our fights, I'd be disbanding the guild, giving it all up as hopeless. Thankfully, that's not the case, as you can see on the other two logs I've linked, our DPS is normally more even.
So what's that tell me? Mostly it tells me that even after two entire nights of wiping on this fight, upwards of half of you don't really have half a clue what's going on the majority of the time. It is not enough to just show up and hope that I'll hold your hand through the process, and then just do the things I explicitly tell you to do and hope everything works out. A general understand of the fights we're attempting IS REQUIRED. Especially getting into heroic modes.
So obviously, even from strictly a DPS point of view, there's a lot of room for improvement here. With some exceptions (Kaasi was on interrupt duty on feludious, sterne is a tank, etc), there's not any reason anyone should be below 12k DPS on this fight if you intend to pull your weight in a progression oriented guild. One of the largest factors? The debuffs in phase one. You know, the one's your supposed to be spreading around. Oh, you don't know? Please go find another guild.
On the whole, the damage from those debuffs (Icy Reprisal and Burning Spite) should account for about 10% of your overall damage as a ranged, and higher if your melee.

As you can see in that link, not very many ranged made full use of the buff. THIS IS THE FAULT OF THE MELEE.

Here you'll see that the melee, and even my amazing imp, benefited from the buff more evenly and regularly. This is because of the ranged.
So what needs to happen to fix that, and to fix the damage difference that we very often came across in ph1 between the two bosses? Melee needs to spread the fucking debuff. I got it so much because I usually went running after it when it was up. It's important. If ph1 goes by a little bit quicker, and the bosses lose a little more health, then we're that much better off in ph3.
It might not be the most important part of the fight, but it's important enough to matter.

I guess the fact that ranged dps help the top 6-8 spots on the meters every single time on phase one doesn't matter anymore. Whatever.

The melee are all stacked up, in one spot. This makes the ranged dps job extremely easy: Move from wherever you are to one specific location, then back. When a melee gets the buff to spread to the ranged, we have to run way the fuck around to get as many ranged as we can, because you're standing all over the place. Not to mention, it usually gets dispelled before I even can make a full loop of where you guys are.
Is there any mechanical reason for the ranged to be so spread out? If not, stack up and the problem is solved.

12k is definitely a reasonable amount to ask for. But even with the buff (which is hardly spread to ranged), it is still a fight where you will see DPS lacking in many regards. Why is this?
From a personal standpoint, because I'm selfish like that, I am interrupting something once ever 24 seconds. Doesn't sound like a huge deal, but my interrupts are way more vital than my dps, therefore, I stop my dps and wait for the cast. Lets say 3 seconds of no dps, plus a wasted GCD. That adds up to quite a lot. This holds true for many other players as well.
Switching to the fire guy during the shield equates to zero, yes, zero dps during the period of time it is up for most classes. Others who can roll dots are more lucky.
Phase 2. Moving out for lightning rod is at least 7 seconds of zero dps. All melee trying to interrupt harden skin (bless you, it's a bitch) are losing dps that way. And then when harden skin goes off, that is a massive DPS loss for anyone (should be everyone) who is targeting him. Again, those that can roll dots on both targets are more fortunate.
Phase 3 will be the biggest DPS calling card. In fact, the fire shield and phase 3 are really the only two aspects of the fight where dps matters at all. We hardly made it to phase 3, however, and the ranged were having OOR issues a lot, at least I was. So if we would make it to phase 3 more consistently, you'd see a higher overall dps.
Another thing, although this is stupid and just making me sound like an even bigger asshole, when we are called to wipe we just stand there doing nothing. Sometimes for 15-20 seconds waiting to die. Over many wipes this adds up.
What is my point? Though you are right about DPS being a bit low, our biggest concern is survival and execution. With everyone alive going into P3 I'm sure it will only take us 1 or 2 tries to kill him with that scenario.
And yes, ranged were atrocious at getting the buff to the melee. True story. It was probably only half the time someone would realize it and move into melee.
