So why does Fury of Angerforge have a 1926 strength proc when it's a use trinket? It should give 1605 strength, right? Well, it was built that way to compensate for the rampup mechanic. Since it can take >30 seconds to stack, you can't always use it when you want to, so it gets the extra item budget on the use effect.

Use Trinkets @ T12
- internal cooldown = 4 * duration
- effect is worth X item budget (1277 at itemlvl 378)
- examples Mark of the Firelord, Ancient Petrified Seed, and Essence of the Eternal Flame

Proc Trinkets @ T12
- internal cooldown = Y * duration (would guess Y=3, but perhaps not)
- effect is worth X * 1.2 item budget (1532 at itemlvl 378)
- example Hungerer (there are no other examples available)

This model obviously changed.

The use trinket cooldowns don't fit the 6 or 5 times duration for use and proc trinkets, respectively. Now you might think that to compensate for much higher uptime (25% vs. 16.7%) the proc amount was decreased. But when you look at the amount of stats given over time, it's clear that every single T12 trinket giving 1277 of a stat with a 15s duration and 1m cooldown are underbudget compared to T11. The numbers don't match up.

Some comparisons:

Heart of Rage = 1926 STR * 20% uptime = 385 STR (proc, ilvl 359)
Heart of Rage = 2178 STR * 20% uptime = 436 STR (proc, ilvl 372)
Impatience of Youth = 1605 STR * 16.7% uptime = 268 STR (use, ilvl 359)
Essence of the Eternal Flame = 1277 STR * 25% uptime = 319 STR (use, ilvl 378)
Essence of the Eternal Flame = 1441 STR * 25% uptime = 360 STR (use, ilvl 391)
Hungerer = 1532 stat * 33% uptime = 511 stat (proc, ilvl 378, guessed uptime)
Apparatus of Khaz'goroth = 1530 stat * 12.5% uptime = 191 stat (use, ilvl 378, best case scenario ignoring rampup)

Assuming my guess of "Y=3" for procced trinkets is wrong, much every T12 DPS trinket is extremely weak-- not just for strength classes, for everybody. This may be intentional, to decrease the impact of raiding trinkets on burst damage in PvP, which is fine, but if that's the case those T11 trinkets still exist and need to be changed also.

Since the Apparatus's use effect has a 2m cooldown, it is definitely underbudget, even under the new T12 trinket mechanics. If it had a 1m cooldown it would still be weak due to the rampup time (much like fury of angerforge in T11) but at least it would look OK at a casual glance.


TL;DR Just because these may have higher Ilvls, they might still be bad.

Keep this in mind while bidding on current tier trinkets.

Truth in here. IMO they made multiple mistakes with trinkets in T11, leading to many classes using blues over epics (not like this is uncommon, in wrath many ilevel 200 trinkets were better than even some 245 trinkets), but still existed. Many of the heroic agility trinkets were BARELY upgrades over 346 blues for me, as an example. (<65 dps upgrade)

Make sure you know what you are getting into before you decide that you want a trinket. Research is the key to success.
