I'm not sure anyone in the guild besides me cares about any info on this staff, but Kaivax posted a clarification on how it works:
Dragonwrath is designed to be DOT-friendly. Simply put, it has a chance to copy each tick of a DOT spell. There is no internal cooldown, since we want it to be good for warlocks and Shadow priests.
Furthermore, the proc chance is adjusted favorably for pet specs that derive a significant portion of their DPS from pets.
Our goal is to tune Dragonwrath in such a way that you can give it to any caster without anticipating certain classes or specs getting a bigger benefit than others.

I'm still pissed warriors can't use it. When's the last time warriors got a legendary?

Um, I think 4 out of the last 6 were for warriors...

From the comments, it doesn't seem that hard. Though I foresee a lot of yelling coming towards me.
What we'll have to do, basically, is charge 4 different crystals in a fight with Shannox, Lord Rhyolith, Alysrazor, and Beth'tilac.
3 fragments drop during each boss fight and form an unergized crystal once used. This one will have to be used during a specific boss mechanic to be energized. I'll have to worry about that one to make it work properly.
Once we have all 4, we open a portal inside the Firelands, which will take us to a plateau where some sort of ritual is being done. We'll have to kill Volcanus the Firelord in order to recover the Branch of Nordrassil and continue the quest.
